I find the anarchist traffic of developing world cities to be more aligned with natural game theory principles than proscriptive protocols. For a computer it may be simpler.

Self driving is all tactics and no strategy. Waymo would freeze solid when confronted with several hundred motor-scooters and dozens of tuk-tuks.

		Waymo freezes up when car in front of it decides to turn and show blinker last minute and line next to it is empty. Which is weird because humans would take a few seconds to check the line and switch it, while Waymo already knows its empty and not taking an advantage of it.
