Self driving is all tactics and no strategy. Waymo would freeze solid when confronted with several hundred motor-scooters and dozens of tuk-tuks.

Which is weird because humans would take a few seconds to check the line and switch it, while Waymo already knows its empty and not taking an advantage of it.
