No they haven't. The nature of this conflict has shifted dramatically since Zelensky's 40 day plan. We're seeing what targeting civilian infrastructure actually looks like now, and it's horrific. Russia has had this capability for years but have not used it.

And again this isn't even about ethics. In normal situations targeting civilian infrastructure doesn't even make sense. When you blow up e.g. an Amazon warehouse or whatever, those are weapons that could typically have been put to far better use targeting the enemy or the sources supplying them. Instead all it does incite reciprocal responses and has sent this war into its most horrific phase, by far.

Russia has been indiscriminately attacking civilian structures since they started the war.

All I'm seeing is two sides continuing to escalate and respond to each other while the rest of the world watches.
