My point about verification is simply that if the BBC had independently verified it’s true then they wouldn’t use the quote in the headline. They’d just say taken control without quote marks, because it wouldn’t be a quote.

My point is that they always use quotes when quoting even if it is verified by them to be true.

Reporting discourse is different from reporting fact, and I do not know the BBC for reporting unverified discourse or facts.
