The vast majority[1] of people do opt out as we can see with the "ask app not to track" on iOS. When it's a simple yes or no button, nobody wants to be tracked. It's pretty funny seeing youtube beg for you to allow them to on a screen right before the popup. Of course, I doubt they haven't found a way around it at this point.
