That's, of course, a The Register's usual clickbaity manipulation. The criminals did not "break into the system", just created an account, but did not access any data. Doing business on lies related to Google is apparently still popular in 2025.

Devil's Advocate: merely creating an account is considered accessing the system under the CFAA. If they did not have permission to create that account and exceeded their authority to do so, they "broke into the system".

that specific account they caught didn't make data requests according to Google. It doesn't mean there are no other fraudulent accounts.
