Control behavior by regulating the intermediary, constitutional under any governance system, my favorite approach to anything is to look at what the thing relies on, and controlling access to that thing. We can even add whistleblower bounties to current and prospective employees. The IRS already has a bounty program, probably doesn't even need Congress for this one.
