I don’t see frontier AI ever happening in local machines. For the same reason that supercomputers don’t fit in your pocket/desktop.

But, the “good enough for most lay people” intelligence bar will for sure miniaturize, especially as inference ASICs get more specialized.

Supercomputer do fit in your desktop though. Most supercomputing challenges of the 80s or 90s fit comfortably on a modern home pc.
