The market is irrelevant. In the 28 centuries of recorded history, the human race has pursued power in it's various forms (political, military or economic), without regard to the "public good" (which is really, just a polite euphemism for the established order and those that benefit for it).

Without capitalism, you wouldn't be able to restrain AI adoption any more than the armored knights of the middle ages were able to restrain the adoption of the firearm.
