I think the plan is to declare all Democratic wins as false and go from there. To give that some veneer of respectability, they need to sow some distrust beforehand. The ID requirements serve that purpose well, if nothing else.

I fear that you are right. To me, it feels like 2020 - the same laying the groundwork for disputing the election. It's too early to tell how far it will go this time.
