In Canada they still learn multiplication table in fifth grade, while I was done with multiplication table in my first grade in USSR. I know a math teacher in pre-university college (cegep in quebec) and she is from ex-USSR country and according to her the students coming from high school have very minimal grasp of mathematics and those are the students who go to study engineering and science in university.

I was also forced to learn multiplication table in my country in the first grade. The teacher will randomly select a student from the class (even if you don't raise your hand) and make you recite a number of her choosing. Now my kids are just learning it slowly in 3rd grade.
