Why the previous attack wasn't a strong enough signal to make every European retailer unplug their freezers from the internet is a mystery to me.

Probably a central company that manages maintenance and preventative maintenance and uses them for monitoring and control. Taking them offline would probably cause more failures, and much higher costs in tech labor, tech travel, etc.
