The regular state (at least in the US) is that the majority are actively hostile to the technocracy, and would fail a 3rd grade science test. The best of them might actually be able to pass bachelor-level science tests and sometimes pay lip service to scientific advisors. They're never more than about 25% of congress.

So, it'd be a big step up if we had leaders that understood basic elementary school stuff stuff like bleach injections are not medicine (vs Trump), or that draining the California delta would be an ecological disaster (vs Newsom - https://stopthetunnels.org/).
