Only one Serbian university barely qualifies to international rankings. Education from these institutions is not what you think it is. I'm not arguing against Serbia in particular, this applies to most Eastern and Central European countries.

Nobody takes seriously those gaming metrics. University rankings are based on how many researchers, you can get to pretend they are teaching at your University...based on the extortionate funds you get from students more interested in partying at their AlphaPis.

All this while said Researchers offload the real work the students are paying for... to TAs.
