Maybe this is just me being old and/or crazy, but I can't assume these phenomenon to be causes anymore and I can't help suspecting it might be a mere symptom. Maybe there are groups of people reverting from capitalism back into mercantilism due to diminishing and deteriorating state of production and economy, and that new old mindset is just being applied to everything, now including AI policies.
