Switching to full cynicism mode:

You can't take over the world overnight with little money, even the billionaire class and their companies have limits past which the risk of going bust by overstretching is far too high.

Better to sell the AI services to individuals and smaller business entities, let them take all the risks to build those companies, and later consolidate by buying up the ones that are doing well.
