'Kovan viikon ilta' (the Finnish weekly late night show) said Google had filed for deforestation requests that were small enough they did not warrant an environmental impact review. But it turned out there were quite a few small, adjacent deforestation requests so yeah it was quite certainly illegal :D

That's structuring. If you did that sort of thing with a few payments just under the limit for review you'd go to jail.
