About a square mile, and the problem is procedural nonsense about the timing of paperwork rather than the paperwork actually showing a problem. Storm in a teacup.

Google might end up paying some minimal fine and everyone else will continue to drink their tea. Google probably even factored in the expected fine versus having the data centre done X months/years earlier compared to completing all the red tape in due course. That’s how corps make profit: by weighing up costs versus time versus risks versus legality. Won’t be surprised that they even considered making ~~bribes~~ political donations to get it done faster.

The paperwork can't show a problem because they didn't make any paperwork. And they are required to make the paperwork and they know that they were required because they asked the authorities if they could just skip it and got rejected.

Well, then it was totally worth it to destroy the forest of a foreign nation so the crime syndicate Google can show more scam ads.
