That is the classic problem of decentralized networks, if it is big enough there will be spam at which point you will need moderators to sieve it out. But I think AI can also be helpful here instead of having centralized moderators we can have AI (hopefully self-hosted/decentralize) moderate your network graph for bots/spam.
