RPKI is, unfortunately, dual purpose as a government censorship mechanism. It would be trivial for the government of the Netherlands (or the USA, which the Netherlands is subservient to) to compel RIPE NCC to stop publishing RPKI records for Russian networks, and if RPKI was mandatory when this happened, this would cut Russia off the internet.
