1. For all normal countries, if they get caught, there's consequences. For Israel there's no consequences even if they get caught.

2. Israel is embedded in US politics. So US government is allowed to purchase this from Israeli contractors but I doubt they would be allowed to purchase sensitive stuff like from a neutral country like UAE.

So, the US is the customer and also protects Israel so Israel has built an entire industry around it.
