Presumably lots of taxes were collected and misspent.

It was one huge tax evasion mechanism and even purchasing tens of millions of pounds worth property was likely only a side effect of it. It even tickled the British pride a little for a moment because they were made to believe that someone appreciates their mansion architecture;)
