Why not the State of NY instead of just the city?

IL has had click-to-cancel since 2022. (Actually 2000, but updated in 2022, with continuous amendments being put forward all the time.)

The rule is mostly, although not entirely, a restatement of existing New York State law requiring cancellation to be easy (https://www.nysenate.gov/legislation/laws/GBS/527-A).
