dunno, Moscow to Novosibirsk is around 1,800 miles straight-line distance. The war would be probably over by the time Ukraine would have developed those capabilities.

Novosibirsk only has cheap cooling in the winter, in the summer months it is hot. Better to go somewhere like Sabetta where they have their LNG harbour.
