IMHO it would be better to limit their stay to 4 years after which they need to exit the country for 3 months to prevent them applying for citizenship. After those three months they can apply for an extension for another 4 years.

F-1 visas are categorized as non-immigrant visas. No amount of years in the U.S. would make them eligible for citizenship.
