Another way to look at it is that they are going after particularly notable fraudsters that have very high visibility and perhaps perpetrate it at a higher rate. | ||

Based on its track record, I don't think the administration is "going after" anyone in good faith. This is just a way to compel Microsoft to do something beneficial to the guy in charge. Or he's trading off of it. | ||
