This is a load of shit. There are millions of people out of work in the US and it's likely that tens of thousands of those are perfectly qualified developers. Assuming your expectations haven't been completely warped, your real problem is that modern hiring as a process is completely broken as a result of multiple factors.

Both could be true. Just because millions are out of work doesn’t mean every specialty has sufficient domestic talent pool. No one says we should recruit only domestic talent in sports.

H1B does not cover high talents - these are available to anyone who have barely any college education and only 40-60% of H1B visas are used in IT - rest are used elsewhere. Pretty much the claim about talents here is missing the point entirely, unless it is used in combination of "young talents", which is applicable to almost anyone studying, but 90% of them are nowhere near genius level talents, that like I mentioned before H1B simply does not cover, unless someone is lucky and employing geniuses by paying them peanuts in salary because of H1B.

Also all Fortuna 500 companies have offices abroad, where they use local talents already. Just like everywhere in USA there has been increase for roles that require higher security - those are for USA nationals and naturally they exclude any H1B visa holders.

Given that USA tech companies are laying off steadily thousands of software developers over last three years because of optimization efforts that they started around covid times as a push back against demands to raise salaries and freezing those salaries, the only use for H1B would be to put larger pressure on IT job pool in USA to clamp these salaries down.

Clearly this is something that USA administration has caught on as mass recruitment where a lot of those talents are not used is a security issue as it is unregulated. So, despite what other commenters are mentioning, stricter H1B is better for USA software developers, as slaves from H1B are driving salaries down.
