Why do you believe that most male relationships at school involved sexual abuse?

I mean the male romantic relationships the article mentions. I did not think this was even contentious with regard to these - its generally known. The "self-government" the article talks about was largely by giving older boys enormous power over younger ones: https://en.wikipedia.org/wiki/Fagging

Its mentioned in many memoirs and biographies. Even when apparently consensual the younger boys were far too young to meaningfully consent, especially given disparities in age and power
