I don't see how the current American legal system can decisively shut this kind of reprehensible and abusive of power down down.

Everyone has to ask themselves what their personal breaking point is. How many times does a person need to stick a gun in your face and threaten your life before you do whatever is necessary to prevent them from doing that ever again.
