I don't think this is quite accurate.

If trucks were forced to bear their share of the burden we might see a significant shift in how we transported goods, including more rail.

(Yes, I know rail doesn't work for last mile.)

It does need to be paired with investment in train infrastructure, usually led by governments.

Obviously, that would be a very good thing, just pointing it out!
