No, the market simply is producing quantities of low end thermals now, resolution isn't quite where it was at. This includes ones produced by European, Chinese and Israeli companies, over the past decade. ITAR does not prohibit owning or importing tech like this, just exporting ( which would require export licenses, etc)- but the US part of the market is not competitive, the best tech now in this field available to consumers- is foreign , as of now- so ITAR has lost importance in terms of preventing high end tech from getting out - we don't have the high end tech at this time, nor are developing on the cutting edge.
