You don't. You also dont have to NOT be a homogenous country to be a unique country. Or you dont event have to be unique to be a country.

Bhutan doesn't get as much flack for strict migration policies.

Bhutan is for almost all effects an autonomous state in India, making it part of a larger heterogenous country.

If they wanted to be a more independent country with an independent economy they'd need to revise some of their policies.
