The better alternative is to reshuffle what teaching means.

Right now teacher largely execute a curriculum this is predefined and do behavior management in US public schools at least. There is not a whole lot of creativity and a lot of rigid administration.

Given that teacher salaries are one of the biggest expenditures it makes sense to try to gain efficiencies while trying to improve results.

Under the current scheme, the results are headed downhill. More of the same won't solve any problems.
