Europe isn't the richest place. Some of the western cities surely have nice buses, but there are plenty of old shabby buses there too and people still ride them. Might be that the routing and timing sucks, or the general cultural individualism.

The places that have outdated buses also have outdated cars. This isn't the case in the US. The outdated buses have to compete with modern cars.

		Might want to visit Budapest. The charm are the old trams etc. and they have tons of modern cars.

		In my experience, a Nissan Altima/GMC Acadia are about as nice as a Gillig bus.
