I think that puts too much onto personal responsibility. Most problems are structural.

Personal responsibility leads to corporate responsibility which is the solve for structural problems. You can never impose a new structure to fix it unless you embrace some form of corporate responsibility which requires personal responsibility.

And that structure is made of people, and supported by people's decisions.

People are very happy to abdicate what personal responsibility they have if they can blame the system. (And then fail to help change the system.)
