If you can’t get insurance for a business at a cost effective price, the business idea is probably not viable.

It’s not just me that has this business idea. What about companies like Tau Robotics, they are to tele-operate robots. BTW I saw their general liability clause for in service agreement:

14. Limitation of liability

To the fullest extent permitted by California law:

Our total liability to you for any claim arising out of a cleaning is limited to $2,500.

We are not liable for indirect, incidental, consequential, special, or punitive damages, or for lost profits, lost data, or loss of use.

What this does not limit. Nothing in these Terms limits our liability for death or personal injury caused by our negligence, for fraud, for willful injury, or for anything else that cannot be limited under California Civil Code §1668 or other applicable law.
