Why not both? Perfection is the enemy of good.

More good reliable friends is always better, and fuck the unreliable backstabbing ones as much as possible and reasonable, future will sort out details. World is not static, alliances change and we may revert in future if US population decides it wants to be ruled over by more reasonable, respectable and kind people.

Housing is a municipal jurisdiction, healthcare is a provincial jurisdiction and immigration (direct, temporary, students, refugees) is a federal jurisdiction (except Quebec has its own immigration jurisdiction).

Bringing in millions of people in a short time without coordination with other jurisdictions to manage housing demands, healthcare demands and needed infrastructure upgrades was grossly incompetent.

Not quite on the epic scale of incompetence as Chairman Mao and eliminating the Sparrow (in terms of consequences) but equally as idiotic in terms of narrow minded thinking.
