Apple sold plenty of minis. It just wasn’t a blockbuster. They also didn’t sell many pluses. They also didn’t sell many Airs.

For context, Apple sold 6 million minis, most Android manufacturers (other than Samsung and Google) can only dream of that volume.

Apple can do it, they just choose not to. It’s not like AVP is a roaring sales success.

They came out with the AVP saying it was niche production and made very few of them to begin with. They expected not to sell very many of them.
