But I am worried about the treatment of those people, as well as giving the government tools to someday come after people with guns, people who vote incorrectly, meeting up with a friend who happens to have a strong political view, etc.

(2) It can be both - we can ban the government from having direct access to mass surveillance and data privacy laws which makes retaining and using data on individuals much more restrictive.
