It’s from an email chain published as part of a 2007 lawsuit - so it looks like he did indeed say it.

Why in the world do you think that? It’s an email that came out in discovery for a lawsuit. It’s absolutely him.

Because he doesn’t talk like this in public? I promise you no big executives talk the same in public as they do internally.

The email reads as if parts of it were dictated, and subsequent parts of it were taken from realtime notes, i.e. a third party is noting, episodic, everything Gates did during that attempt to install MoveMaker .. and then it was refactored into a "From Bill" mail at a later point ..
