If oligarchs can opt-out it shouldn't exist.

They can live in gated communities, travel by chauffeured cars owned by contracted businesses multiple LLCs deep, fly in private airports on private jets, or just go live on a yacht in international waters.

Oligarchs can always opt out and they do opt out. It's almost the definition of having power: rules for thee but not for me.
