What's with the title?

It's a Typescript-to-circuit converter/transpiler/compiler.

Why not just "Build a circuit in Typescript"?

I think “Turing Complete” here refers to a game about making circuits:

I think the "Turing Complete" part is about the "It has a campaign its not just a ts-to-circuit compiler"
