You still need users to jump through all the hoops of installing the game data files, or you’d be on very shaky ground concerning copyright.

+1 -- that would be an excellent idea. A lot of these would work great ported to web and the download is small enough that you'd barely notice it. Tie Fighter probably ran off floppy originally?
