Goods are imported because business is a competition and consumers prefer cheap imported goods. Its not like american executives flatly want to offshore, if a competitor does and they dont their customers will leave. The only solution business leaders can have here is collusion, which is illegal. If we want goods to be manufactured domestically it is on us as consumers to buy domestic products over cheap imported ones.
