Which notably, doesn’t affect money transfers in general, just ways that poor people transfer money, so the concern as stated is not in good faith at all, but rather a way to further punish migrant workers, primarily Mexicans, and is absolutely racial animosity.

You could also say it affects money transfers that can be used to avoid taxing that money in the US.
