It sounds like you think "NIMBY" sometimes refers to one's own property, but it has always referred to things that affect one's home and community that are not occurring literally on your private property. There are already many reasonable laws controlling such things, since that's obviously a real problem, regardless of NIMBY concerns. We live in communities, not in concrete boxes. It's perfectly reasonable to care about what happens outside the literal boundaries of one's legal property. That's fundamental - not really arguable. It's just about where you draw the line.
