They make those directives that each member state has to implement and then maybe at some point they'll unify it at some point. This is how it was with VAT. It took them so long to come up with VAT OSS scheme, it's ridiculous.

Of course you had to register to VAT in each member state separately, but at least there were minimal limits in that case.

With EPR and WEEE you are liable from first item sold and now marketplaces are supposed to verify your registration.
