But it was never a conspiracy. The Heritage Foundation is the largest Conservative think-tank in America. They basically write GOP policy and have been for decades. They're not some tiny group of weirdos. They guided basically all of the policy change during the Reagan administration. You know? Ronald Reagan? The blueprint of the modern GOP?
