Saying "kindly" doesn't not make this incredibly rude. Much like parking in the bike lane, lecturing a stranger, or sounding a loud horn in a crowded area.

By all means, take a pic, file a request, get the drivers ticketed. But then also go around. Please don't sound loud horns or confront people - it's rude and a bad idea.
