The largest emitters are electricity generation and personal transport. So... Heads of power companies and everybody that drives a car?

How about large scale fossil fuel emitters (including power production) who have lobbied against their own clean replacements (e.g. solar, wind, weakening net metering)?

I do think that ICE car drivers who have ever, e.g. voted against public transit are guilty of _something_ but I don't think it's manslaughter.
